1. Revan's holocron was destroyed by Bane when it's power source stopped working, but Bane copied the contents and put them in the Telos Holocron, which Sidious had acquired and studied, seeing as this doesn't follow canon after the movies The New Jedi Order would not have found it. The holocron would most likely be on Korriban or Coruscant. It also contains knowledge of other sith lords. 2. Incomplete plans I think would be acceptable as long as the new Star Forge is mostly a space station with a CIS supplied Factory. As in supplies would continually have to be brought for the Factory to build stuff as opposed to it using the sun to generate the supplies infinitely.
